EdChoice - House Bill 33 - Backpack Bill

Updated: February 3, 2025

Versions of EdChoice have been around in Ohio since 2005 and the program expanded in 2013. House Bill 33 will define "Universal EdChoice" for all Ohio families. Versions of this legislation is also often called the "Backpack Bill", describing the tax dollars Ohio students are assigned and the fact that state tax dollars (not to be confused with local tax dollars) will go with students to whatever school they attend, including St. Xavier.

EDCHOICE RENEWALS FOR 2025-2026

It’s EdChoice Renewal Season!  If you have not done so already, please fill out the renewal application for next school year for each of your sons currently enrolled at St. Xavier and receiving EdChoice this year who will be returning in the fall.  Although you can fill the form out electronically, you will need to print it out, sign it by hand, scan it back in, and email us all pages.

Please return your application with a copy of a recent utility bill that shows both the mailing and billing address as proof of residence by email to EdChoice@stxavier.org.  If uploading documents is a problem for you, you can send or bring your documents in.  Email is preferred, as we then have an electronic trail.

FY26 EDCHOICE SCHOLARSHIP PROGRAM Renewal Form

The EdChoice credit for your EdChoice Scholarship will be applied to all qualifying 2025-2026 tuition accounts that have a submitted EdChoice application.  EdChoice is our first source of funding to bridge the gap between the cost of tuition and what a family can afford.  Please return your EdChoice application and utility bill promptly so that you have an accurate picture of your tuition responsibility for next school year.

Income Verification and renewal award amounts will be addressed in a few weeks.  The ODE has requested that we begin submitting applications in advance of any changes they make in EdChoice for the upcoming school year.

If you have any questions about EdChoice, feel free to contact Kathy Raffenberg at kraffenberg@stxavier.org

We are excited to bring you more good news for students who live in Ohio! Universal School Choice will be in effect for the 2023-2024 academic year. The Ohio Department of Education has begun accepting new applications for the Universal School Choice (also known as EdChoice Expansion). As a result, we want to make sure that we are assisting you in completing the steps to take advantage of this opportunity to apply these funds to your 2023-2024 tuition account.

For EdChoice Expansion applications, students whose family household Adjusted Gross Income (AGI) is at or below 450% Federal Poverty Level (FPL) will receive a full EdChoice scholarship ($8,407) for grades 9-12. Students whose family household AGI is at 451% FPL or higher will receive a scholarship based on a sliding scale. Please see the chart below which is based upon projections from Ohio School Choice.

Please read the details of this email carefully to ensure your student's scholarship for the upcoming school year:

  • If your student receives a Jon Peterson Special Needs or Autism Scholarship, please reach out to Kathy Raffenberg to discuss your unique situation.
  • If your student currently receives an EdChoice or EdChoice Expansion scholarship, then you have previously submitted your application materials and there is nothing further you need to do.

  • If your student receives neither financial assistance from St. Xavier nor an EdChoice scholarship it is your choice whether to apply or not. We are happy to assist you in the application process which goes through St. Xavier.

We ask that you complete the necessary steps to submit your application as soon as possible. Applications will be accepted through September 30, 2023.  After that date, your scholarship may be prorated by the Ohio Department of Education.  Steps to apply and an FAQ can be found below.

Please send the required documents for application processing by St. Xavier to edchoice@stxavier.org.

The Ohio Department of Education will establish an application deadline to receive full year funding (rumored to be October 15, 2023).
